A proper understanding of any military establishment is predicated on a sound understanding of the distinctions of its various components, including the relationship of elite units to those of lesser standing. The infantry of Achaemenid Persia has been given increased attention in recent years, especially in my three recent articles on (a) the permanent Achaemenid infantry, these being the 10,000 so-called Immortals (ἀθάνατοι) and the 1,000 Apple Bearers (μηλοφόροι), (b) the κάρδακες, whom I identified as a kind of general-purpose infantry (...) of indeterminate ethnicity, and (c) the defensive equipment of Achaemenid infantry. In these articles, the Persian cavalry, orasabārain Old Persian, was mentioned in passing, yet a thorough appraisal of elite Achaemenid cavalry is still required. For example, in his overview of Xerxes' army, Barkworth pays particular attention to the elite infantry, but the cavalry is mentioned only in passing, while Shabazi, in his entry on the Achaemenid army orspāda, does not mention elite cavalry at all. In a recent important study, Tuplin looked carefully at the evidence for Achaemenid cavalry and the degree of importance attached to cavalry among the Persians, but only mentioned what might be termed elite cavalry twice – he did not offer any in-depth commentary on their relationship to other cavalry units. It has generally been assumed since the 1950s that the African elephant known to classical antiquity, and thus the one used, inter alia, by Carthage and Ptolemaic Egypt, is the forest elephant, which is even smaller in stature than the Asian or Indian elephant. Yet a recent scientific study using DNA evidence has asserted that it was the larger bush or savannah elephant that was used in antiquity. We know from a variety of texts that both Cleanthes and Chrysippus, if (...) not also Zeno, characterized such conduct both in essentialist terms, as a matter of living purposively in a manner natural for the human species, and in cosmological terms, as a matter of living in agreement with the purposes of nature as a whole, this being regarded as identical to Zeus. This is not to suggest, however, that cosmo-theological speculation figured prominently in the ethical systems of the early Stoics. Judging from extant summaries and discussions of Stoic ethical doctrines, those doctrines were justified in a dialectical fashion, not by appeal to facts about the purposive order of nature but simply from an analysis of ethical concepts patterned after similar analyses by earlier philosophers (most notably, Aristotle). It is this kind of learning that Chrysippus apparently had in mind when he maintained that ethics should be studied prior to undertaking a systematic investigation of nature: [T]here are three kinds of philosopher's theorems, logical, ethical and physical.... Long and others have suggested that such knowledge was regarded by the Stoics as encompassing not just information about the ways in which virtuous living is encouraged by, and fits into, the wider aims of nature at large but also a deeper understanding of the very essence of virtue. 3 Specifically, virtue is revealed to consist in a conscious and deliberate harmonization of one's actions with the purposes of the divine architect. Merleau-Ponty's views are the fruit of the method of "phenomenological description," in part taken over from Husserl. This consists of describing our "original" experience of the world without assuming the truth or validity of any statements we may know about it. Unlike the Cartesian method it does not mean that we should suppose false those statements we know are true, but rather that we should "put these in brackets," or "suspend" their rel- evance, consider them as void of ontological implications. (...) For only if we succeed in doing so, the theory runs, will our description be "pure" or "presuppositionless," free of prejudice with respect to the nature of that which we are trying to describe. In doing the phenomenology of perception, then, we must deliberately discount all that we may chance to know about the "how" or the "why" of perception. In describing our "original" experience of the world, we must not let ourselves be influenced by any empirical or philosophical theory of perception, any hypotheses concerning its nature, causes, or physiological or other underlying processes involved. To cite a concrete example, in describing our perception of some visible scene we must discount anything we may chance to know about light rays impinging upon the retina, etc. Failure to do so might lead to a description not of that which we do see, but that which, given the retinal image, we ought to see, i.e., that portion of the visual scene, light rays from which, impinge upon our retina, and not the visual scene itself. Here, then, is one of the reasons for which we must go through a process of "phenomenological reduction" with respect to our knowledge of the world. But it is not the only reason. In fact the interdict goes further. We are not even entitled to use the usual categories of everyday or scientific descriptive discourse. Nor should we use the language of sense data, or that of the introspectionists. For both of these "presuppose" the validity of some at any rate of its categories. Qualitative evidence concerning the relationship between QoL and a wide range of disabilities suggests that subjective judgments regarding other people’s QoL are wrong more often than not and that such judgments by medical practitioners in particular can be biased. Guided by their desire to do good and avoid harm, surgeons often rely on "the eyeball test" to decide whether a patient will or will not benefit from surgery. But the eyeball test can easily harbor a range of implicit judgments and (...) biases against patients with disabilities, including erroneous assumptions about QoL. We critique the use of the "eyeball" test and offer suggestions to reduce bias and ensure that patients’ values are more consistently prioritized in surgical decision-making. (shrink)

Institutional review board delays may hinder the successful completion of federally funded research in the U.S. military. When this happens, time-sensitive, mission-relevant questions go unanswered. Research participants face unnecessary burdens and risks if delays squeeze recruitment timelines, resulting in inadequate sample sizes for definitive analyses. More broadly, military members are exposed to untested or undertested interventions, implemented by well-intentioned leaders who bypass the research process altogether. To illustrate, we offer two case examples. We posit that IRB delays often appear in (...) the service of managing institutional risk, rather than protecting research participants. Regulators may see more risk associated with moving quickly than risk related to delay, choosing to err on the side of bureaucracy.
